##article.abstract##

Small and Medium Enterprises (SMEs) play a crucial role in the economic development of emerging markets. However, regulatory and financial barriers often hinder their growth. This study examines the regulatory and financial constraints affecting SME development in Uzbekistan. Using a mixed-methods approach, we analyze policy frameworks, access to finance, and business environment constraints. The findings highlight major impediments and suggest policy recommendations to improve SME performance in Uzbekistan.
